Hon. Joseph Bukari Nikpe has officially inaugurated the new Boards for the Ghana Ports and Harbours Authority (GPHA), the Ghana Maritime Authority (GMA), and Metro Mass Transit Limited.
Speaking at the inauguration in Accra, the Minister issued a clear directive to the new members: do not interfere in the day-to-day management of the agencies.
He indicated that the Board's primary function is one of strategic oversight and called for strict adherence to governance frameworks and proper reporting protocols, stressing, "The Board is under the supervision of the Ministry and must not bypass it under any circumstance."
To the GPHA Board, Hon. Nikpe mentioned the crucial contribution of Ghana's ports to national development. He reaffirmed the government's goal of making the transport and logistics sector a 24-hour economy and lauded the Tema Port Terminal 3 project's completion, citing it as clear evidence of successful strategic infrastructure investment.
Touching on key priorities for the new Ghana Ports and Harbours Authority (GPHA) Board, he stressed the need to restructure management at Tema and Takoradi Ports to align with the landlocked port concept and boost regional transit trade. The Minister also urged the Board to explore private sector partnerships for developing the Keta Port and focus on reducing the high cost of doing business at the ports.

During the inauguration of the Ghana Maritime Authority (GMA) Board, the sector Minister commended the board members for accepting the call to serve and emphasised the strategic role the GMA plays in Ghana’s economic transformation.
“The Ghana Maritime Authority plays a critical role in Ghana’s journey to becoming a transport and trade hub. You are expected to work collaboratively with management, ensure regulatory compliance, and promote efficiency, safety, and environmental protection in the maritime domain,” he stated.
He, however, issued a similar stern warning against bypassing the Ministry or acting without proper consultation and pledged the Ministry’s full support to the board in the execution of its mandate.
The GMA Board is chaired by Madam Jemilat Jawulaa Mahamah and includes representatives from maritime, military, academia, and civil society:
