The Deputy Minister for Transport, Hon. Dorcas Affo-Toffey, has stated that under the leadership of His Excellency, President John Dramani Mahama, the Government has a clear, bold, and unambiguous vision to position Ghana as the leading, most efficient, secure, and sustainable maritime logistics hub in West Africa.
Delivering a speech at the 7th edition of the Africa Ports Forum 2026, Hon. Affo-Toffey established that as part of the Government’s vision, the Ghana Ports and Harbours Authority (GPHA) has fully rolled out 24-hour operations under the 24-Hour Economy Policy, while the first two phases of the $1.5 billion Tema Port Expansion Projects have been commissioned.
She added that plans are underway to position Takoradi Port as a premier oil and gas services hub and to pursue a comprehensive agenda centred on structural modernisation, cost reduction, enhanced security, and the sustainable harnessing of opportunities within our Blue Economy.
“The President commissioned the first two phases of the $1.5 billion Tema Port Expansion Project. Takoradi Port is also being developed and positioned as the premier oil and gas services hub and a major bulk cargo terminal”. Hon. Dorcas stated.
She said that the partnership between the Meridian Ports Services (MPS) and the Ghana Ports and Harbours Authority (GPHA) has created one of Sub-Saharan Africa’s most advanced deep-water berths at Tema Port, cutting vessel turnaround times and boosting container throughput.
The Deputy Minister also reiterated that for Ghana to fully leverage the economic potential of the Exclusive Economic Zone (EEZ), the government is working on an integrated transport network and a coastal marine service linking Ghana, Togo, Benin, and Nigeria.
Hon. Dorcas Affo-Toffey also acknowledged that H.E. John Dramani Mahama remains committed to expediting the completion of the Boankra Integrated Logistics Terminal (BILT) project in Kumasi.
She added that when the project is completed, it will serve as a major economic catalyst by bringing port services closer to Northern Ghana, strengthening Ghana’s enviable reputation as the natural transit corridor for Burkina Faso, Mali, and Niger under the framework of the African Continental Free Trade Area (AfCFTA).
She noted that in line with global maritime standards and the United Nations Sustainable Development Goals, particularly SDGs 13 and 14, Ghana is actively advancing toward Green Shipping Corridors and has achieved 100% compliance with the International Ship and Port Facility Security (ISPS) Code.
Ghana, she stated, has also upgraded its Vessel Traffic Management System (VTMS) to an extended capacity of 200 nautical miles, enabling over-the-horizon monitoring.
